Abstract

This study empirically analyzes the lag effects between R&D investment and scientific research outputs (SCI publications and patent applications) across Korea's Leading Research Center program types—Science Research Centers (SRC), Engineering Research Centers (ERC), and Medical Research Centers (MRC)—using Almon's polynomial distributed lag model. Results reveal substantial differences in output generation timing and pathways across fields, even under identical funding conditions. SRC showed positive SCI effects in years 1-2 before declining in year 3, with patent applications peaking in year 2 but lacking statistical significance. ERC exhibited similar SCI patterns with maximum effects in year 2, but demonstrated sustained positive patent effects from year 1 through year 3, indicating shorter commercialization lags. MRC displayed SCI publications peaking in year 2 and diminishing after year 4, while patent applications showed a complex pattern—concentrated in year 1, negative conversion in year 3, and positive reconversion in year 4. These findings demonstrate that uniform application of identical support periods and evaluation criteria may underestimate or distort field-specific performance. Therefore, future R&D policy design requires customized support systems reflecting discipline-specific characteristics and differentiated evaluation criteria.
