기억과 기록 - 사회적 기억 구축을 위한 기록학의 역할

초록

최근의 전자기록 환경은 기록의 의미와 기록관리의 역할 변화란 관점에서 볼 때 거대한 패러다임 전환기임이 분명하다. 하지만 근대 시민혁명 과정에서 연유하여 산업사회를 거치면서 정립된 기록의 의미와 기록관리의 역할은 아직도 완고하다. 실증주의사조에 기반을 둔 문자화된 종이기록 중심의 관리이론 및 방식은아직도 지배적으로 통용되고 있으며, 주로 공기록과 같은 대규모조직에서 생성된 기록들을 대상으로 관리하며 과거의 사실에 대한 보고로서 인식되고 있다. 이러한 상황에서 기억 담론은 문자화된 공기록 중심의 기록관리를 탈피하고, 다원화된 사회 속에기록의 의미 및 기록관리의 역할을 모색할 수 있는 단초를 제공해 줄 수 있다. 그동안 국내외 기록학계에서는 기록은 행위에 대한 객관적, 중립적 증거라는 점에서, 기록은 곧 기억이라는 단순한 인식이 만연되어왔다. 하지만 최근 포스트모더니즘의 영향 속에 기록이 지닌 객관성, 중립성에 회의를 품게 되었고, 사회의 다원화 속에 공기록 중심의 기록관리에 대한 반성의 움직임이 일고 있다. 이에본고에서는 기록과 기억의 관계 정립을 위한 기반 연구로, 사회적 기억 구축을 위한 기록관리의 역할 및 방향성을 모색해 보고자 한다. 이를 위해 우선기록과 기억 간의 관계 정립을 위한 단초로 기억 담론에 대한 학계의 논의를 고찰한 다음, 그동안 기록학 영역에서 진행되어 온 기억을 둘러싼 제반 연구들을 검토하였다. 이를 발판으로 사회적 기억 형성을 위해 기록학 영역에서 수행해야 할 역할 및 향후 방향성을 논의코자 하였다.

Abstract

Archival science is prior to explore meaning and role of recordmanagement in given environments rather than developing recordmanagement methodology. Electronic record environments don’t merelymean to exchange record management medium from paper to digital. Themost important point exploring in electronic record environments is notmanagement skills or methods, but meaning of records and role of recordmanagement in contemporary society. All these days, however, the theoriesand methodologies has been developed focusing on written records andpublic records mainly in the deep-rooted influence of positivism. In such situations, the discussions of social memories can exploremeanings and roles of record management in pluralistic society. Meanwhile,many articles in archival science has been widespread recognition thatrecords will soon be just memories in terms of objective and neutralevidence. In recently, however, conviction on objectivity and neutrality ofrecords has broken down by the influence of postmodernism on archivalscience. Therefore this article intends to explore the relationship betweenrecord and memory and to argue the roles of archival science for buildingsocial memories.
