본 연구의 목적은 대학 기록물의 부기 또는 정정 현황을 분석하고 개선방안을 제시하는 것이다. 이를 위해 교육부 감사결과보고서, 대학의 행정정보시스템 데이터세트 현황, 폐교대학 기록물 부기 또는 정정 현황 등을 바탕으로 대학 기록물의 유형별 부기 또는 정정 등의 정량적인 분석을 실시하였다. 또한 교육부 감사결과보고서 내 기록물 부기 또는 정정 내용 및 폐교대학 기록물의 부기 또는 정정 사례를 통해 현행 기록물의 부기 또는 정정에 관한 법제도를 분석하였다. 분석 결과, 학생의 성적, 학적상태, 졸업일, 학위명, 학위번호 등 학위 취득과 관련된 기록물의 부기 또는 정정이 많았고 교직원의 경우 근무기간, 직위, 소속 등과 관련된 기록물의 부기 또는 정정이 많았고 주로 증빙자료 제출을 통해 정정되나 증빙자료에 대한 객관적 검토 기준은 마련되어 있지 않았고 법적 측면에서도 기록물에 대한 부기 또는 정정의 근거가 구체적으로 마련되어 있지 않다는 문제점이 도출되었다. 이러한 문제점들을 해결하기 위한 개선 방안으로 「고등교육법」, 「사립학교법」, 「공공기록물 관리에 관한 법률」개정을 통해 법적 근거를 확보하고, 기록물 부기 또는 정정에 대한 절차를 마련하며 기록물에 대한 부기 또는 정정에 관한 사항을 전자적으로 관리할 것 등을 제안하였다.
Abstract
The aim of this study was to analyze the current status of annotations or corrections to university records and propose improvement measures. To achieve this goal, this study quantitative analysis was conducted on annotations or corrections by type of university records, based on sources such as audit reports from the Ministry of Education, datasets from university administrative information systems, and the annotation or correction status of records from closed universities. Furthermore, it examined the legal and institutional framework governing annotations or corrections to current records by analyzing the contents of audit reports and case studies related to records from closed universities. Results show that annotations or corrections were most frequently made to records related to degree acquisition, such as students’ grades, academic status, graduation dates, degree titles, and degree numbers. To solve these problems, this study proposes the following improvement measures and electronically managing matters related to annotations or corrections to records.
