Abstract

The Public Records Act stipulates that the primary objective of records management is accountability. In this context, public institutions are primarily responsible for fulfilling this objective. Records management agencies and records managers provide evidence-based support to public institutions, enabling them to fulfill their accountability. Consequently, records managers are in a position to enforce accountability within their own institutions and, on occasion, even with their superiors. However, the authority that records managers can exercise to promote accountability is limited. The purpose of this study is to proposes a accountability framework in the public sector through records management. First, this study identifies factors that make it difficult to fulfill accountability through an analysis of recent records management cases and examines approaches to controlling accountability. Based on this analysis, this study presents an accountability framework comprising regulation-based institutional control, value-based professional control and citizen control. Within this accountability framework, the National Archives of Korea, along with other archival institutions, associations of records professionals and civic groups, are identified as key actors, with a particular focus on establishing accountability as a core value for records professionals and ensuring its implementation.
