국가산림문화자산 활용을 위한 지방문화권역 설정에 관한 연구

Abstract

Cultural objects with historical, academic, scenic, and emotional values of forests are designated as 'National Forest Cultural Assets', with 87 designated as of the end of 2022. In order to increase the utilization of forest cultural assets currently designated and managed from a conservation perspective, it is necessary to establish local cultural areas that consider the relationship between forest cultural assets distributed in points and managed individually and their relationship with the forest environment on a line-by-line basis. To this end, this study analyzed traditional cultural areas, the location of the Baekdu-Daegan Mountain Range, the jurisdiction of local forestry agencies, and the location of national forest cultural assets. The research method was to derive local cultural areas of national forest cultural assets by superimposing each area. The analysis combined the location of national forest cultural assets and each region, and applied research approaches of historical geography, local cultural studies, and cultural content studies. The analysis resulted in three findings. First, the 'traditional local cultural areas and national forest cultural asset areas' do not reflect the characteristics of realistic cultural areas that have changed due to the development of infrastructure and road transportation. Second, the 'Baekdu-Daegan Mountain Range-National Forest Cultural Asset Area' is highly interconnected and can be expected to be utilized abundantly, but it was confirmed that it is difficult to establish the area. Third, the 'Local Forestry Administration Jurisdiction－National Forest Cultural Asset Area' was found to have a high potential for policy and cultural utilization due to the clarity of management entities, forest vegetation, and realistic foundation setting. In conclusion, in order to improve the efficiency of the management and utilization of national forest cultural assets, we propose an integrated management system in which the jurisdictional area of the local forest service is set as a new 'forest cultural area' with a clear management entity and centered on the vegetation environment.
