디지털콘텐츠(DC) 산업 내 기업들은 대개 영세한 규모로 운영되고 있어 금융기관으로부터일반담보 형태로 융자금을 조달하는 데에 어려움이 있으며, 무형자산을 핵심기술로 하여사업화하다보니 제조업 관련 기술 평가에 최적화된 기존의 평가기법으로는 보유기술에 대해가치평가를 제대로 받지 못하는 경향이 있어 결국 기술담보 형태의 융자금 조달에도 어려움을겪고 있다. 본 연구는 이러한 DC기업의 특수성과 기술적 특성으로 인해 초래되고 있는자금조달의 어려움을 극복할 정책방향을 제안하고 있다. 이를 위해 먼저 디지털콘텐츠 기업들의 자금조달 현황을 분석하였으며, 디지털콘텐츠 산업의 성장단계별 융자 활성화를 달성하기 위해 필요한 금융정책방향을 성장단계별로 제시하고 있다. 아울러 기존 정책 융자금의수혜를 받아 도약의 기회를 얻게 된 DC기업((주)마상소프트) 사례를 분석함으로써 정책융자금지원배경, 지원내용, 기술개발 내용, 기술개발로 인한 파급효과, 기업에의 파급효과, 기술개발과정에서의 에피소드 등을 구체적으로 밝히고 있다. 이를 통해 우수한 기술력을 가지고도담보부족 등의 자금동원력 부족에 기인하여 초래되는 DC기업의 정체 또는 파산 가능성을줄이는 한편 많은 DC기업들이 영세기업에서 강소기업으로 도약할 수 있는 기회를 부여하는데에 도움을 줄 수 있는 융자시스템 구축에 일조할 것으로 기대된다.
Abstract
As most DC (digital contents) companies in the DC industry are small-scale, they have difficulty financing loans due to shortage of material collateral. They also have difficulty financing loans by using technology collateral because existing technology evaluation tools are inappropriate for evaluating invisible assets, such as DC technology. This paper proposes development policy direction for DC companies needing to overcome difficulties in finding financing sources. In order to do so, this paper includes analyses on existing financing system for DC companies that have difficulty in finding financing sources and proposes activation plan of government supporting loans for the growth of DC industry according to a developmental stage. Furthermore, this paper includes case studies for a specific DC company (MasangSoft) with government supporting loan funded by IT Industry Promotion Agency (NIPA) and states background information on application, developing technologies, derived performances, effects of developing technology and impacts on company growth in detail. The proposed activation plans are expected to help DC companies which have outstanding technologies but do not have financing capability to avoid bankruptcy and also to give opportunities to become a small hidden champion from a small-scale business. From the standpoint of DC company CEOs, this activation plan will be an advantage to finance loans for DC company whenever it has plans for developing and commercializing DC technology. If the governmental financial support system for developing DC technology is stabilized, the DC companies can concentrate solely on technological R&D, not to mention helping to create a virtuous cycle that will lead the growth of DC industry as a whole.
