임상병리사 4년제 학제 개편을 위한 해외 교육·자격제도 비교분석

본 연구는 세계 주요국의 임상병리사 교육과 자격제도 및 직무역량 표준을 분석하고, 이를 국내 3·4년제 학제 구조와 비교하여, 4년제 학사학위로의 학제 일원화 필요성을 규명하는 데 목적이 있다. 2025년 6월부터 8월까지 질적 비교연구 방법을 적용하였다. 국제기구(WHO, IFCC, IFBLS) 및 주요 국가(미국, 영국, 호주, 캐나다, 일본, 대만 등)의 정책·자격·교육자료를 체계적으로 수집·분석하였으며, 국내 3·4년제 대학의 교과과정 구조를 ISO 15189 분류 체계 및 ASCP MLT·MLS 자격시험 범위 기준에 따라 분류하고 비교하였다. 분석 결과, 대부분의 선진국은 4년제 학사학위 기반 교육체계를 운영하고 있으며, 임상적 판단, 디지털 헬스케어, 분자진단, 실험실 경영 등 고급 역량을 갖춘 인재 양성에 초점을 두고 있다. 반면 국내는 이원화된 학제 구조로 인해 교육의 통일성 및 전문성 확보에 한계가 있고, 국가고시 또한 학위 수준에 따른 직무 구분을 반영하지 못했다. 임상병리사의 4년제 학제 일원화는 단순한 제도 개편이 아니며, 국제 표준과의 정합성 확보, 고도화된 전문역량 강화, 글로벌 경쟁력 제고를 위한 전략적 과제이다. 이를 통해 미래 의료환경에 대응하는 전문 인력 양성 기반을 마련할 수 있으며, 국가 보건의료 체계의 질적 도약과 한국의 국제적 위상 강화에 기여할 것이다.
Abstract
This study compared the education, certification systems, and competency standards of clinical laboratory scientists in major countries with South Korea’s current three- and four-year structures, aiming to justify a unified four-year bachelor’s program. The policy, licensing, and educational documents from international bodies (WHO, IFCC, and IFBLS) and key countries (USA, UK, Australia, Canada, Japan, and Taiwan) were analyzed using a qualitative comparative framework (June~August 2025). The Korean curricula were reviewed and categorized by ISO 15189 standards and ASCP MLT/MLS exam domains for comparison. The findings show that most advanced countries adopt a standardized four-year curriculum emphasizing advanced competencies such as clinical reasoning, digital healthcare, molecular diagnostics, and laboratory management. By contrast, Korea’s dual-track system lacks curricular consistency and specialization, and its national licensing examination does not distinguish competencies according to education level. A unified four-year program would align Korea with global standards, strengthen professional expertise, and expand the competitiveness of graduates in an increasingly technology- driven healthcare market. This change represents administrative reform and a strategic measure to secure international equivalence, address workforce modernization, and improve healthcare quality. Ultimately, transitioning to a standardized fouryear curriculum would prepare future-ready professionals and reinforce Korea’s leadership in global laboratory medicine.
