Abstract
By focusing on the three key topics in the field of environmental history, namely, land, population and fur, this paper explores the ways in which the Qing state controlled and managed the nature of Manchuria for the imperial strategy. The Qing policy of Manchuria, fully adapted for ecological conditions of the region, was carefully devised and imposed throughout the Qing period. In the Shengjing area, where agriculture had been already well developed prior to the Manchu conquest of Beijing, the Qing state occupied a vast amount of cultivable land and provided it for the bannermen as their means of living. By so doing, the Qing tried to maintain and protect the banner system in Manchuria, the very birthplace of the imperial court. In Jilin, especially around the mid and lower reaches of the Amur River, the habitat of diverse tribal people making their living by hunting, the main strategy of the Qing was to mobilize people for military defenses in the north, especially from the Russian advance. Some of the tribal people in Jilin were forced to join the banner system, being transformed from hunters to soldiers, and moved to various military stations in Jilin and Heilongjiang. Those not being incorporated into the banner system continued to stay in their home region, but were instead organized as “frontier people” or “Butha banner,” on whom the Qing imposed official duties to pay fur tribute. These various policies, such as establishing banner lands in Shengjing, incorporating tribal people into the banner system and collecting fur tribute from local people in Jilin and Heilongjiang, showed that the Qing state did not impose the Han Chinese culture, or Han Chinese environmental relationship, on the Manchurian frontier. Instead, they tried to develop different policies adapted for regional ecologies and managed to control local people to serve for the empire, while maintaining their ethnic and cultural differences.
