인위 재난의 위기관리학습에 관한 연구 - 2？18 대구지하철화재사고를 중심으로 -

Abstract

The Purpose of This study is to analyze risk management learning in the man made hazard. through examing the reasons why the man made hazard are repeated, it is interested in analyzing case relevant to risk management learning, based on the fire accident of Dae gu subway in February, 18, 2003. The following are the main findings we are analysed in case : First The main reasons why the man made hazard had not learned from past failure were as follow. management aspects such as non-systematic's management operation, implementation gap of risk management and peace-at-any-price principle of the official were founded. Second, the poor results of risk management system during response stage were nonlearning and pseudo learning after fire accident. namely, we discovered the three behaviors during response step; communication failure, technology's incongruity, inadequacy of cooperation's network etc. Third, we observed various reaction of the Government's reactions. there contained 'concealment' and imputation, symbolic action in these behaviors. forth, these result even led to the failure on risk management policy as well as the distrust of hazard organization. In this context, risk management's actors should be an expert in the field. Specially, the risk manager and officials should learn and take into account the social, technical, legal, environmental factors that related to the various risk management.
