Abstract
From the 1990's the japan local government have faced the financial crisis and decentralization. “Performance Evaluation System”, as a tool of public management to adapt to this situation, is introduced into all of the prefecture government and is now speeding over the municipal government. It is not, however, always functioning effectively in the local government because of its centralized budgetary initiative system. But Mie prefecture government, which is known as one of the pioneers of Performance Evaluation System of recent years, has started organization decentralization. In this paper we focus on the Mie prefecture government to appraise the combined effects of Performance Evaluation System and decentralization based on the Job Enrichment research framework.
