초록

Abstract

이 연구는 비록 시민참여의 중요성이 강조되기는 하나 아직까지 성과측정시스템 구축, 성과정보의 수집과 분석 및 결과의 공개과정에 시민이 적극적으로 참여하지는 않는다는 것을 발견하고, 우리나라 지방정부 성과관리제도의 구축과 집행에 있어서 시민의 적극적인 참여가 필요하다는 것을 주장하기 위해 진행되었다. 이 연구는 시민과 공무원의 역할을 중심으로 공공부문의 성과측정활동을 전통적 관리모형, 고객중심 모형, 시민감시모형, 시민참여 모형으로 분류한 후, 각 유형별로 장․단점을 분석하였다. 이러한 모형탐색과정을 통하여 성과측정으로 인해 나타나는 긍정적인 효과뿐만이 아니라 부정적 효과에 대한 이론적 논의에 대하여 검토하였다. 성과측정의 부정적 효과는 성과측정시스템을 수립뿐만이 아니라 자료의 수집, 처리, 분석과 공개 시에 나타날 수 있다. 마지막으로 이 연구는 성과측정시스템의 설계 및 성과자료의 수집, 처리와 분석과정에 시민이 참여함으로써 부정적 효과를 감소시킬 수 있을 뿐만 아니라 민주적 효과뿐만 아니라 관리적 효율성도 강화할 수 있음을 제시하였다.
