On the New Metropolitan Governance in the Glocalization Era : Case in Daegu Metropolitan Area

Abstract
As large urban area is expanding with globalization, it is getting hard to govern metropolitan areas since the gap between functional area and jurisdictional area is widening. Traditionally a large metropolitan government is preferred to address the gap in the fields of transportation, poverty, economic growth, and etc. However one-size-fit-all government might not be appropriate to tackle various urban problems which may differ in optimal jurisdictional size. Thus most metropolitan areas are looking for a better governance mode to enhance competitiveness in world economy. Daegu is not an exception. This paper intends to figure out the transformation of Daegu Metropolitan governance and then evaluates new form of governance. Daegu has a large metropolitan government at present. However Daegu Metropolitan area is now experimenting with 'Daegu-Kyungpuk Economic Consolidation' as new governance mode which can be interpreted as functional cooperation between two municipalities, Daegu and Kyungpuk. The new cooperative governance mode which utilizes networks can be effective in promoting economic development for the following bases; 1) it can reduce the gap between economic area and administration area, 2) it can raise efficiency by concentrating on area-wide economic matters, 3) it can promote public- private partnership, and 4) it is initiated by the local entrepreneurship. Thus the new governance mode will help in reducing governance problem of Daegu in the era of glocalization.
