글로벌새마을운동의 국제개발협력사업 적용성에 관한 연구

Abstract
Korea, the world's poorest country in 1960s, joined the ranks of developed countries in 2000s and became a member of DAC of OECD in 2010, which changed the status of Korea from 'a recipient country' to 'a donor country'. Now many countries around world desire to learn Saemaul Undong, the growth engine of Korea. To meet these demands of the times, the Korean central and local governments and many other organizations in Korea are trying various attempts to promote the international development cooperaton projects via Saemaul Undong ODA in return for the international support. We therefore surveyed government officials in charge of international cooperation related work to explore the possibility of applying dissemination and spread of Saemaul Undong to international development cooperaton projects. Those questioned were in favor of Global Saemaul Undong and they were aware that Global Saemaul Undong would contribute to eradication of global poverty and could improve the national prestige of Korea. In addition, they have realized that Global Saemaul Undong is pertinent to international development cooperaton projects and they are willing to promote Global Saemaul Undong as an ODA project. However, there is the first-priority project to enhance the effectiveness of Global Saemaul Undong as an international development cooperaton project; the project should be promoted under the specific, systematic and professional systems. To be more specific it requires strong will of decision makers, active support of the central government, reformation of legal regime and political support for improvement of professionalism of international cooperation officers as well as training of Saemaul leaders.
