지방행정의 외국사례 연구경향 분석 -「한국지방자치학회보」게재논문을 중심으로(1989-2017)-

본 연구의 목적은 지방행정 분야 외국사례 및 국가 간 비교연구 분야에서 네트워크 텍스트 분석방법을 적용하여 봄으로써 국가별 텍스트 간의 관계성에 중점을 두고 핵심적인 개념들을 도출하는데 초점을 두고자 한다. 이를 위해 외국 지방행정 사례연구 동향에 있어 국가 간 키워드의 관계를 중심으로 어떻게 시각화(mapping)되는지 도식함으로써 지방행정 외국사례 분야 연구경향이 어떻게 수렴되고 발현되어 왔는지에 대해 알아보고자 한다. 1989년 창간 이후 한국지방자치학회보에 게재된 75편의 외국사례논문을 분석한 결과 연구대상이되는 나라는 일본(30.5%), 미국(24.4%), 프랑스(18.3%), 영국(9.8%), 독일(8.5%) 등에 국한되었고, 국가별연구경향에 있어서는 나라마다 연구주제들이 어느 정도 유형화 되어 있었는데 특히 일본과 프랑스를대상으로 한 논문들은 오랜 기간에 걸쳐 특정 키워드가 일관되게 제시되었다. 또한 연구시기 후반부로갈수록 거의 모든 외국사례에서는 도시재생에 관한 연구들이 진행되고 있음을 발견할 수 있었다. 키워드에 대한 네트워크 분석결과 일본, 프랑스, 미국의 노드가 크게 그려졌고, 근접 중심성 분석 결과 일본을 대상으로 한 연구 키워드가 다른 국가별 연구 키워드로 가는 가장 짧은 경로인 것으로 나타났으며, 매개 중심성 분석 결과 노드의 크기와는 관계없이 영국, 프랑스, 독일 순으로 연구의 매개역할에 크게 기여하고 있는 것으로 나타났다.
Abstract
The purpose of this study is to apply the network text analysis method in the field of comparative research between foreign countries and the countries in the local administration, focusing on the relationship between the texts in each country and to draw out key concepts. In order to do this, we try to figure out how the tendency of research in the field of foreign cases in the local administration has been converged and expressed, by illustrating how mapping is done centering on the relationship between countries in the case study of foreign local administration cases. As a result of analyzing 75 foreign case papers published in the KALGS, Japan(30.5%), America(24.4)%, France(18.3%), UK(9.8%) And Germany(8.5%). In research trends in each country, research topics have been somewhat typified in each country. In particular, papers on Japan and France have consistently presented certain keywords over a long period of time. In addition, it is found that research on urban regeneration is proceeding in almost all foreign countries in the later part of the study. In the network analysis of the keywords, the nodes of Japan, France, and USA were largely drawn, and the proximity centrality analysis showed that the research keywords in Japan were the shortest routes to the research keywords in other countries, Regardless of the size of the result node, it has been shown that it contributes to the mediating role of research in order of UK, France, Germany.
