인터넷 시대에서 민주 시민의 양성 과업은 기회 요인과 위기 요인을 동시에 가지고 있다. 따라서 우리는 인터넷 시대의 장점을 살림과 동시에 단점을 보완할 수 있는 민주시민교육을 실행해 나가야 한다. 하지만 우리의 민주시민교육은 정보화, 세계화, 다원화, 개방화, 지방화로 특징지어지는 현대의 사회 변동에 유의하는 동태적인 민주시민교육으로 자리매김을 하지 못한 채, 여전히 교육 구호 수준에 머물고 있음을 엿볼 수 있다. 이에 여기서는 인터넷 시대에서 민주시민교육이 진정한 민주 시민성 함양에 기여하기 위해 역점을 두어야 할 실천 과제로서 네티즌십의 함양을 위한 교육, 세계 시민 의식 함양을 위한 교육, 정보 인권 의식 함양을 위한 교육에 역점을 두어야 한다는 점을 강조하였다. 물론 이 세 가지의 실천 과제가 인터넷 시대에서의 민주시민교육의 모든 과제를 포괄하고 있음을 의미하는 것은 아니다. 기존의 민주시민교육이 간과했었던 교육 분야에 대한 새로운 관심과 노력을 경주해야 한다는 의미에서 세 가지 실천 과제를 제시한 것이다
Abstract
Democracy can't run by itself. The success of democracy is dependent on the democratic citizenship of the people. The purpose of this paper was to propose the desirable tasks of democratic citizenship education in Internet age. Internet age gives us both crisis and chance for the development of democratic citizenship. The characteristics of Internet such as openness, equity, dispersion, and multimedia are conducive to democratic citizenship. However, malfunctions of E-democracy characterized as digital divide and political apathy by data smog are very harmful to democratic citizenship. Thus, democratic citizenship education in Internet age should realize the following tasks. First, it should focus on developing students' netizenship. Second, it should have an emphasis on developing sense of global citizenship among students. Third, it should pay much regards to cultivating sense of information human rights among students. In addition, we should keep in mind that democratic citizenship education must be the formation of democratic citizenship in a democratic community.
