이 연구의 목적은 지방자치단체의 재정 특성이 사회적기업의 활성화에 미치는 영향을 분석하는 것이다. 분석의 단위는 시군구 수준의 기초지방자치단체이며, 사회적기업이 과대산포 경향을 보인다는 점을 고려하여, 일반선형 회귀모형 추정방법을 활용하지 않고, 음이항 회귀모형을 활용하여 추정하였다. 재정 특성은 재정건전성과 세출의 구조 등 두 차원으로 구분하였고, 다시 재정건전성은 장기 지불능력(지역 총자산)과 예산 회기 내 지불능력(잉여금)으로 구분하였으며, 세출의 구조는 사회복지비와 민간이전 지출로 구분하였다. 분석의 결과, 단일 연도 예산 회기 내 지불능력보다 장기 지불능력이 사회적기업의 활성화에 긍정적으로 작용했으며, 선행연구의 결과와는 달리 사회복지비비중은 유의미한 영향이 없었고, 민간이전 지출만 사회적기업의 활성화에 영향을 미치는 것으로 드러났다. 이 연구가 선정한 대부분의 통제변수는 통계적으로 유의하였으며, 그중에서도 인구의 규모와 사회적협동조합 그리고 일반협동조합의 영향 정도가 큰 것으로 나타났다.
Abstract
The purpose of this study is to reveal the impact of fiscal characteristics of local municipalities in Korea on vitalization of social enterprises. The unit of analysis is local level municipalities in Korea, and considering social enterprises are over-dispersed this study uses the negative binomial regression model rather than OLS model. Fiscal characteristics are divided into two dimensions: fiscal condition and expenditure structure. In addition, this study uses two proxies to reveal the impact of fiscal condition of local municipalities, the total regional asset per one resident and the percentage of fiscal surplus. This study also uses two proxies to reveal expenditure structure of local municipalities, the percentage of social welfare expenditure and the private transferred expenditure as to the total expenditure, respectively. According to the negative binomial regression model, the total regional asset per one resident and the private transferred expenditure are statistically significant while the percentage of fiscal surplus and the percentage of social welfare expenditure are not.
