지방의정기능 효율성 제고를 위한 지방의원의 역할쇄신과 자질함양

Abstract

Rapidly changing environment is urging on local government to reform and innovate of its structure and function. Especially, it demands not only chief executive but also local council, to reform and innovate their roles and functions. Because of the central government and its officials neglected to change their running system of national state and resisted on reforming local autonomy law, The councilor's role innovations and function reforms of local council can not but have limit. Nevertheless, our experiences on operation and management of local council in last 10 years are enforcing us to change and reform both the councilor's behaviors and the ways of local council operation. In this regard, this study first examined the negative and positive sides of the councilor's behaviors and the functions of local council by reviewing the results of previous researches. And this study analyzed some factors which impede the efficiency improvement of local council operation. Second, it researched some desirable alternatives to get rid of negative factors and to high up innovation and efficiency in operating the local council. Third, It also investigated and recommended some desirable traits of local councilor in the fields of personality and ability. Councilors who have desirable traits should improve the productivity of local council operation and also innovate their behaviors. Hopefully, these traits can be used as some criteria or standards to select the desirable, democratic councilor among the candidates of local election.
