Abstract
This paper explore way to reform the present study and training system for local councilors. For this purpose, this paper evaluated the present study and training programs by the viewpoints of institution, operation, and contents. The results of evaluation indicate that the present programs are insufficient to enhance local councilor's capacities and specialities. Therefore, this paper recommends that by-a law on local councilor's study and training which entail stipulations on budgeting support and feedback system should be enacted. And the specialized educational institution for local councilors needs to be established under the national association of local councils. At the same time, the contents of training programs should be revised to address regional policy and political leadership. With these efforts, local councilor's study and training programs could be more effective if training course is set up by several phrase and interactive teaching method is adopted.
