Abstract

The purpose of this study is to review the changing patterns of intervention of central government on local governments in Japan. The research focuses on the new Local Autonomy Act analyzes and the change of the intervention of central government. New japans Local Autonomy Act has the Principles, basic type, scopes about intervention Therefore, intervention system is provided by this act. This study finds the continuity of central control and intervention on local government. Such a phenomenon still remains in the realms of notice, consultation, material presentation, allocation of functions, and dealing standards field in japan, To conclude, this study shows the gap between improvement of the local autonomy acts and practice in Japan.
