Abstract
This article is to analyze the 50 years history of local administration, its structure, and institute of North Korea. The followings are identified; The local administrative institution has been evolved with five times of change, which is centered in integration and disintegration. That is ① integrated form of the Local People's Committee and its Standing Committee, ② disintegrated form between the Local People's Assembly and its Local People's Committee ③ dual disintegrated form between the Local People's AssemblyㆍLocal People's Committee and Administrative Committee, ④ dual disintegrated form between the Local People's Assembly . Local People's Committee and Administrative Economy Committee, ⑤ new disintegrated form between the Local People's Assembly and Local People's Committee. It is reasonable to see that the form of North Korea's local administrative institution is the compromised structure between the Local People's Assembly and the Local People's Committee. The Local People's Assembly, which is the local decision-making institute, has the authority of representative, decision-making, and legislative right. However the position as an auditory authority is minimal and passive. The authority of Local People's Assembly is highly formal and its decision-making authority is also limited. The representative of Local People's Assembly has the privilege of exemption from apprehension and People's summons is allowed. However its effectiveness is questionable in terms of North Korea's exceptional circumstance. In terms of election and tenure of Local People's Assembly, North Korea has been conducted 20 or so local elections. Only half of the representatives completed their political tenn, which is violated its constitution.
