Abstract
This study aims to develope some alternatives of remnant local government to resist the deregulation issue of metropolitan area including the capital city, Seoul. in Korea. Till now, both areas have been coming into conflict on the deregulation issue in the form of struggle, metropolitan vs. the remnant local governments. To define and analyze this conflictive situation, conflict resolution theory was reviewed theoretically and a case study based on the advocacy coalition model was investigated. Secondly, policy window model, policy agenda setting theory and non-decision model were used to recognize whether the deregulation issue can disappear from the recent policy window or fix into the level of policy. Finally, some alternatives of each province to resist the issue are suggested as strategic or utilitarian politics. Those are selective coalition building, negotiation(or bargaining) agenda making and partial non-decision efforts.
