Abstract

This paper attempts to suggest a strategic and development direction of the New Multi-functional Administrative City. The National Government planned the construction of a New Multi-functional Administrative City as one of the national major policies for regionally balanced development. It is argued that alternative strategy is necessary to reduce over-concentrated Seoul Metropolitan Area and purse a balanced regional development because existing regulation schemes are uneffective for the dual objectives. For these purposes, as a basic surveys, this paper first analyzed the social cost of the over-concentrated Seoul Metropolitan Area and then defined the development paradigm of Seoul Metropolitan Area. These study findings indicates that future of New Multi-functional Administrative City construction depends on consensus building, self and planning administration system, environment. The process and result of this study will be used as reference for the New Multi-functional Administrative City planning.
