노인복지서비스 전달체계에 관한 연구 - 노인장기요양보험제도를 중심으로 -

초록

Abstract

Upon completion of a trial run of three pilot programs in 13 districts, the Long-term Care Insurance for the Elderly [hereinafter “Insurance”] has been implemented on a full scale since July1, 2008. The purpose of pilot programs was to facilitate smooth establishment of the Insurance by verifying overall administrative system of the Insurance such as formulas being used to assess, grant and compensate the insured. As a result, many improvements have been made to the original plan but there still remain many unsolved problems. In order to find practical solutions for these problems, various studies must be done over concrete objects of the Insurance, the limit of the governmental responsibility over the welfare of the elderly, the nature and medium of the service, and the appropriateness of the program. More specifically, a micro analysis of the organization, revenue sources, agents and compensation scheme of the delivery system is necessary. This study tries to establish the four elemental concepts of (i) the delivery system, (ii) revenue source, (iii) agents and (iv) compensation scheme using Cronbach’s alpha test. The data for this study was gathered through survey of the three districts of the pilot programs: a metropolis (Boo-Pyoung Gu in city of Incheon), a small city (City of Cheong-Joo in Chung-Book), and a rural district (Boo-Yeo Goon in Choong-Nam). The data were then categorized according to the four elemental concepts and critically analyzed through Descriptive analysis. The analysis reveals how limited revenue source is distributed and how it affects the assigned productivity and sheds a light on the realities and the problems in the Insurance administration.
