참여정부 지방분권정책의 실태 분석 - 중앙사무의 지방이양을 중심으로 -
An Analytic Study on the Local Decentralization Policy of the Participatory Government : Focused on the devolution of central government's affairs

Abstract
Comparing with the previous governments, the Participatory Government(Nho Moo-Hyun Administration) had been deeply interested in decentralization reform and performed decentralization policy such as devolution. The high level of decentralization reformative policy which had been emphasized by president Nho Moo-Hyun since he was presidential candidate in December, 2002 has been steadily and systematically carried out during his term of office. As such a result, the achievements on devolution of central government's affairs could be evaluated positively in the aspects of number and methods. And the reinforcing the local governments' role and function to be performed in the process of devolution could be evaluated positively as well. But the Participatory Government failed to attain its goal in the individual affair devolution and the actual result of three major decentralization tasks such as functional adjustment of Special Local Administration Agencies, promoting the Self-governing Police System and Educational System was not satisfactory. From now on, the driving of decentralization policy is subject to the role of 「Presidential Commission for Decentralization(PCD)」 of Lee Myong-Bak administration. But PCD was organized almost one year after Lee Myong-Bak administration has been inaugurated. With such a reason, it could not set up even the basic nationwide vision and goal of decentralization policy. Particularly, whether the turning point will be provided through the enactment of the 'Blanket Act(the Act on the Blanket devolution of Centralized Administrative Powers to Local Governments)' is being become the considerable concerns. PCD announced the plan to enact the Blanket Act which had been discussed by the specialists on devolution since the first half of 2002. Anyway, the PCD is anticipated to perform the decentralization policy such as devolution as key agency of Lee Myung-Bak administration.
