Abstract
This study analyzed the crisis with the civil movement within the context of institutionalization of civil movement. This research viewed the issue of the institutionalization of movement not from the perspective of conflict between the two elements of identity and autonomy, but regarded it as an issue of democracy within the Social Movement Organizations themselves. The inception of the Kwangju Council of Citizens Movement(KCCM) showed its institution-friendly stance, actively utilizing an institutional environment and resources from its beginning. Such systematic utilization of institutional resources by the KCCM worked as the driving force for dominating flow of local social movement. The process of institutionalization of local social movement brought about the issue of democracy with in the organizations themselves. Since the mid-2000s, which were appraised as the time of the consolidation of institutionalization, reviews of Articles of Association of KCCM were about the issue of 'Power'. The result of this study clearly reveals that the institutionalization of civil movement is very closely related not only to the autonomy of the movement itself but also to the democracy of movement organizations. Re-constitutionalization of movement is demanded from insight on institutionalization of civil movement and crisis with the movement. This study made some suggestion on re-constitutionalization of movement on the basis of re-perception of accountabilities and obligation of civil movement: First, strengthening legitimacy rather than representativeness; Second, securing independence and accountability through empowerment; Third, strengthening internal democracy being presented as specific alternatives.
