Abstract
There could be three approaches to resolve public disputes : power-based, rights-based, and interests-based approaches. There is yet a developed public disputes resolution system in our society so that many have relied on physical power and legal settlement to resolve public disputes. However, our society has also been facing several fledging cases that were successfully resolved with an interests-based approach which focuses on building consensus through participation, discourse, and negotiation of relevant stakeholders. This paper introduces a public dispute case involved around the Seoul National Hospital, which is a mental health clinic and is located at a residential zone in Gwangjin-gu, Seoul. The Seoul National Hospital case was successfully reached to an agreement through a mediation process which was assisted with professional mediators. Thus, this case may provide rare and useful policy implications to resolve similar public disputes.
