Abstract
The ex-prime minister Edouard Balladur (UMP) had to introduce to Nicolas Sarkozy the report of the commission for the reform of local government(collectivités locales). The report is entitled "It`s time to decide". In the economy crisis that we know, two reform should permit to prepare the future : theses of enterprise and the local government. Don`t forget that 75% of the public investments are realized by the local government. Have a local organization basis on a fifteen grand regions, endowed of the economic power enlarged, eleven dynamic metropolis and a regroup communes,that avoid the dispersion that we recognize, should contribute to this dynamism. Examination of a series of variables(power structure of the state and local government, tier-system of local government, size of administrative area, distribution of competence, historic-cultural environment) permits the identification of the french local government consolidation. Policy implications are as follows: enhanced decentralized local government system, large-scale reorganization of the administrative districts, the creation of a Grand Paris, founded 11 metropolis, conventional mode between the local governments, balanced regional development.
