시·군통합의 논거:지방분권의 시각에서

The rationale for city-military integration: from the perspective of decentralization.

초록

Abstract

The purpose of this study is to examine the theoretical and institutional rationale for city-county(and city-city) consolidation from the viewpoint of local decentralization. First, the consolidation can promote local decentralization by enlarging the sizes and capacities of local governments. Second, the consolidation can improve the conditions for asymmetrical devolution. Third, the consolidation can strengthen fiscal decentralization,hence the financial responsibilities of local governments. Finally, the consolidation also contributes to the national competitiveness, because the number of local governments regulates the effect of financial decentralization on the national competitiveness. The city-county(and city-city) consolidation has been excessively focused on the administrative efficiency, but more emphasis should be put on the local self-governing capacity building through local decentralization. The current Korean system of the consolidation has some problems such as bias toward efficiency, inadequate provision of exceptional devolution. This study proposes that the consolidation should be more focused on the local decentralization, and that the exceptional devolution should be enlarged and varied depending on the size of cities so as to build up the capacities of big cities.
