북극 공간의 개념 정의: 자연구분과 인문구분을 중심으로

북극 관련 모든 보고서와 논문의 초기부분에서 북극 개념정의나 구획을 서술하고 있지만 제 각각 연구목적에 따라 상이하게 기술되고 있다. 공식적으로 북극 공간의 개념정의는 아직까지 존재하지는 않고 있다. 북극권 공간의 개념 정의는 연구자 혹은 연구기관에 따라 다양하게 사용되고 있다. 이 글에서는 자연구분과 인문구분으로 북극공간의 개념을 분석했다. 이 글에서는 다양하게 사용되고 있는 북극의 용어 개념을 정리한 후 북극의 자연 지리적 구분, 특히 천문학적, 기후학적, 수목한계선의 정의와 북극이사회의 실무그룹들이 정의한 북극 구획뿐만 아니라 정치, 행정, 경제, 사회문화와 관련된 북극의 인문 지리적 구분을 분석한다. 이 글의 핵심은 북극의 북부경계선의 문제가 아니라 남부경계선이 어디까지인가가 가장 중요한 분석내용이다. 북극의 자연 지리적 정의는 해저면, 바람, 지진, 빙하, 기후 변화와 동식물의 서식 환경의 변화 등에 따라 북극 공간은 유동적으로 변화될 수 있을 뿐만 아니라 연구자에 따라 북극 정의는 새롭게 변천될 수 있다고 생각된다. 북극권 개념정의는 개별 연구목적에 따라 ‘모델화(ceteris paribus)’된 개념 정의나 혹은 ‘필요에 따라 수정 가능한(mutatis mutandis)’ 구획분석으로 전개될 것이다. 분명한 사실은 북극의 남부한계선은 자연현상(기후, 식생 등)과 인문현상(원주민의 유출입 현황, 행정재편 등)의 변화로 유동적으로 달라질 수 있다는 것이다.
Abstract
This study deals with the concept definition of the Arctic Circle. The Arctic is a polar region situated in the northernmost part of the Earth. The Arctic consists of the Arctic Ocean including the North Pole and northern parts of eight Arctic states, i.e., Russia, Canada, Norway, Alaska(United States), Greenland (Denmark), Iceland, Finland, and Sweden. Up to now there is no general agreement on official demarcation of the Arctic proper and her boundaries. There are multiple definitions of the Arctic Circle which bring about various descriptions of her adjoining land and sea areas. There exist various definitions of ‘the Arctic’ based on natural geographical characteristics or on political, administrative, social, cultural, and demographical considerations proposed by various institutions and organizations in Arctic countries. In contrast with the more easily defined boundaries of Antarctica, the southern boundaries of the Arctic vary on account of interests and purposes. This paper does not advocate any particular definition. Though complex and potentially ambiguous, defining the Arctic is a main example of the nature and challenges of classification and categorization systems. We tend to view labels as fixed and static, yet these definitions of the Arctic can be flexible, debatable, mutatis mutandis, and ever-changing.
