자연재해에 대비하는 방재교육의 방향 모색

최근 기후와 지형 등의 자연환경이 심하게 변동함에 따라 국내외에서 자연재해가 빈번하게 발생하고있다. 돌발적이고 대규모로 발생하는 자연재해는 막대한 경제적 손실과 인명 피해를 초래하기도 한다. 그래서본 연구의 목적은 각종 자연재해에 대비하는 바람직한 방재교육의 방향을 모색하는 것이다. 우선 우리나라 초중등학교 사회과 지리 영역에서의 교육과정 및 교과서 분석을 통해 그 현황과 문제점을 파악한다. 그리고 필자는그 문제점을 해결하기 위한 방재교육의 방향으로 4가지 방안을 제시했다. 그것은 초중등학교의 지리교육에서체계적인 교육과정의 개발, 지도의 활용, 생활 지역을 교육의 장으로 활용, 그리고 의사결정능력의 육성이다. 지식과 이해 중심의 자연재해 교육에서 올바른 판단과 행동을 중시하는 방재교육을 기대해 본다.
Abstract
Because of recently severe change of natural environments such as climate and terrain, natural disasters occur frequently at home and abroad. Unexpected and grand-scale natural disasters also result in enormous economic losses and casualties. Therefore, the purpose of this study is to explore the directions of disaster prevention education to prepare for the various natural disasters. For this purpose, first, the study identified the status and problems of disaster prevention education contents in curricula and textbooks of the geographic area in Social Studies at the Korea elementary and secondary education levels. Based on the analysis, the study proposed four suggestions for the disaster prevention education in the school curriculum. The suggestions include systematic development of curriculum for disaster prevention education, utilization of maps, learning in living areas, and enhancement of students’ decisionmaking skills. These directions will change the focus of disaster prevention education from on concepts and understandings to on appropriate decisions and practices.
