메리토크라시와 존엄의 정치 - 시민적 주체의 형성 문제와 관련하여

이 논문은 특히 청년 세대에게서 확인되는 우리 사회의 시민적 주체의 미성숙이라는 문제 상황과 관련하여 그것을 이해하는 나름의 인식틀을 제시하고 그 해법을 모색하는 것을 목적으로 한다. 우리 사회에서 올바른 시민적 주체의 형성이 곤란을 겪는 것은 사회경제적 불평등을 정당화하고 경쟁의 패자 등에 대한 사회적 배제를 부추기는 메리토크라시라는 생활 이데올로기가 구성원들에게 강요하는 ‘자존감’의 상실 문제와 깊숙하게 연결되어 있다는 것이 출발점이다. 이 글은 이런 문제 상황에서 벗어나기 위해서는 그 메리토크라시라는 특별한 종류의 ‘인정의 질서’에 맞서 시민들의 존엄의 평등을 지켜내기 위한 ‘존엄의 정치’를 활성화시켜야 한다고 주장한다. 이 존엄의 정치는 단순히 문화적인 수준의 개혁만이 아니라 분배제도를 포함한 사회의 기본 구조 전체에 대한 개혁을 지향하며, 특히 보편적인 기본권으로서의 사회권의 보장을 통해 모든 시민의 정치적 평등성을 확립할 것을 추구한다. 여기서 존엄의 정치는 시민적 주체의 형성을 위한 사회정치적 기획, 곧 ‘형성적 기획’을 내장해야 하는데, 그것은 단순히 어떤 시민적 덕성에 대한 호소에 그치기보다는 다양한 수준과 차원에서 민주적 상호인정 관계 공간의 확대와 시민의 ‘역능화’를 지향해야 한다.
Abstract
This article purpose to offer the proper epistemic frame for understanding the problem of immaturity of civic subject, especially in the youth, in Korean society and to search a way out of it. It argues that such a troublesome situation is deep connected with the problem of the loss of ‘self-respect’ of members which meritocracy ideology of everyday life has forced upon them. It justifies the soico-economic inequality and urge the exclusion of the looser at the social competition etc.. To find a way out of this problematic situation, we must activate ‘the politics of dignity’, the purpose of which is to protect the equality of all citizens against the specific meritocratic ‘order of recognition’. It aims not merely at the cultural reform, but also at the reform of the entire basic structure of society including redistributive institutions. Especially, it aims at establishing the civic–political equality through ensuring the social rights as universal-fundamental rights. It must there include the socio-political project for the formation of civic subject, that is, ‘the formative project’ as a integral part. This project must not merely be confined to an appeal to the civic virtue, but orient to expanding the space of democratic mutual recognition at the various levels and dimensions and to ‘empowerment’ of citizens.
