생명윤리 담론의 주요 전제에 대한 비판적 고찰 : 인간관과 국가관을 중심으로

서구뿐만 아니라 한국의 생명윤리 담론에서도 자유주의적 이데올로기(ideology)가 지배적인 하나의 접근법으로 자리 잡고 있다. 그러나 자유주의적 생명윤리 접근법이 전제하는 자유주의적 인간관과 국가관의 한계로 인해 자유주의적 접근법은 생명윤리적 쟁점들을 효과적으로 다루기에는 빈약하다. 이에 생명윤리에 대한 올바른 전제와 합리적인 출발점을 설정하려는 노력의 일환으로 공동체주의적 인간관과 국가관을 이론적으로 검토하였고, 생명윤리적 쟁점의 특성을 제대로 다루기 위해 생명윤리 담론에서 전제되어야 할 바람직한 인간관과 국가관을 재구성하였다. 이러한 재구성을 통해 생명윤리학의 새로운 목표는 자율성과 공동선의 균형 잡힌 공존을 추구하고 다원주의 사회에서 이성적 불일치로 보이는 생명윤리적 문제들에 대해 단순히 어떤 행위가 타인의 권리나 이익을 침해하느냐는 문제를 넘어서서 공적 담론을 통한 사회적 합의를 모색하는 것이 되어야 한다. 생명윤리학의 새로운 목표에 도달하기 위해 수행해야 할 과제들을 제안한다.
Abstract
Liberal ideology has become the dominant approach not only in the West but also in Korea's bioethics discourse. However, personal and state liberalism are too weak to effectively deal with bioethics issues. As part of the efforts to establish a proper premise and a rational starting point for bioethics, both the communalistic nature of human beings and views of the state were reviewed; further, the desirable personal and state views that should be predicated on bioethics discourse were reconstructed in order to properly address the characteristics of bioethics issues. Through these reconstructions, I argue that the direction and goal of bioethics should be to pursue a balanced coexistence of autonomy and common good, and to seek social consensus through a public discourse that goes beyond the question of which acts infringe upon the rights or interests of others and appear to be rational discrepancies in a pluralistic society. I propose that the tasks be carried out to reach the goals of bioethics.
