초록

Unconditional grants is transferred from the central government to the local government in order to meet the fiscal needs of the local government. In the traditional local public finance literature, unconditional grants have a greater stimulative effect on local government expenditures than equivalent changes in personal income, which is called flypaper effect. However, in case of grants reductions, the behavior of the local government expenditure reacts differently to these changes. There are three kinds of effects to grants reductions, the replacement effect, symmetry effect, and inducement effect. This paper analysizes empirically on the asymmetry flypaper effect of the unconditional grant aid to the 16 Korean metropolitan and provincial governments from 1995 to 2006. The results of the analysis shows that symmetry flypaper effect was observed in social development expenditure, while replacement effect was observed in economic development expenditure, general administrative expenditure, and total expenditure.
