The local development account of the special grant for regional development has been changed into block grants aiming to integrate similar national subsidies and to promote local decentralization. However, it deviates from the principles of block grants of formula funding, repealing of local fund levies and supporting local autonomy. This study suggests how to approach these problems in the light of developing the local development accounts of the special grant for regional development into block grants. The recommendations focus on improvements in resource allocation according to formula funding, integration of similar projects, repeal of local fund levies and performance evaluation.
Abstract
The local development account of the special grant for regional development has been changed into block grants aiming to integrate similar national subsidies and to promote local decentralization.
