Abstract
The purpose of this articles is to analyzes the change of revenue structure of local finance in Korea since 1991. This paper investigated on policy of revenue increase and change of revenue structure of local finance from 1991 to 2005. The results of the analysis can be summarized as follows. Local finance has been increased continually. However, it has shown an unstable and dependent structure. Local revenue has been increased by subsidy from the central government. The central government has shown the tendency to increase the share of specific grants rather than that of the general grant. Local governments have strongly efforts on securing grants of central government. At the same time, they have not effort on the increase of local tax. As a result, their self revenue seem to be increased based on non-tax. The non-tax has been increased by temporal revenue rather than current revenue.
