This article is to analyze the foreign direct investment(FDI), and tries to suggest a policy direction on which the local government points to. At first, more than 85% of FDIs concentrates to the capital area which has the best economic and institutional conditions in Korea. In the relationship between the FDI and the GRDP, Seoul is the only region in which there are higher FDIs and GRDPs than average. Main factors of FDIs are clustering of domestic industrial linkages, diversity of industries, the degree of business services' clustering, the degree of industrial backward linkages, the number of high educated workers, lot-prices of company, industrial clusters only for foreign investments. Local governments need to have a clear and self-regulating support system for the inducement of FDIs escape from the national government's uniformed support. General strategies to induce investments are required to give long-term supports for financial incentive and after-services management.
