Mid-term Local Financial Plans did the roles of a simple finance management, as well as recognized a mid-term allocation of resources, and played a role in making decisions about the priorities in the process of rational allocation of resources for the financial business in the region. But Mid-term Local Financial Plans didn't play the role because of no enough awareness of it. To efficient operation and reasonable financial management of Mid-term Local Financial Plans, it was demanded to two-level governance system throughout the central and the local government, the improvement of participation and the effectiveness to operate, strict and precise post-management, and the codification through amending the legal system. In conclusion, Mid-term Local Financial Plans should be to plan out a concrete vision of the community by a passive plan to record a simply the flow of financial planning.
