Abstract

This article presents a plan to increase the effectiveness of industrial mobilization within the national mobilization system in the early stages of the war. To this end, this study intends to suggest ways to improve the industrial mobilization system by empirically analyzing the overall industrial mobilization system and mobilization capabilities. As a result, it was confirmed that industrial mobilization capacity was very low compared to the rapidly increasing military requirements at the beginning of the war. Therefore, there is a need to build a realistic material mobilization system through groundbreaking changes in mobilization policy and mobilization system based on practical mobilization capabilities. First of all, in order to increase the effectiveness of industrial mobilization, the wartime logistics support requirements and capability judgment cycle must be shortened to less than one year. Second, military requirements must be presented transparently to increase the reliability of wartime requirements. In Addition, there is a need to redesign all acquisition policies to reduce over-reliance on mobilization. Third, benefits to designated mobilization companies should be substantially improved so that they can increase their production capacity. Fourth, the system should be improved so that mobilization resource information can be seamlessly shared and utilized between the Ministry of National Defense and administrative agencies. Therefore, practical resource research and training should be used to enhance mobilization readiness. National defense security and national defense are important for a nation's survival and prosperity. But this should not be done at the expense of public safety and development. Of course, economic defense cannot necessarily be determined or achieved through efficiency alone. Since mobilization is the nation's possession of privately owned resources in case of emergency, voluntary participation and support from individuals and companies are very important. In conclusion, in the process of developing an industrial mobilization policy, it is natural to go beyond the framework of existing policies and systems and develop policies that guarantee public convenience and receive public support.
