Abstract

This study analyze the human rights status of juveniles subject to disposition No. 6 by classifying them into rights such as the right to live, and to suggest ways to improve the system for guaranteeing rights. In-depth interviews were used, and in-depth interviews were conducted with 43 people working at the No. 6 disposal facility to collect data. In the realm of survival, professional manpower assignment and counseling system development, education program development to prevent recidivism, and in the protectorate, separate operation of facilities suitable for the purpose such as protection, treatment, and guidance, improvement of disciplinary system, recruitment of manpower to provide customized programs for boys, and development In the right of participation, various educational programs are prepared and specialized education is expanded, the outing system is improved in accordance with the achievement of treatment and educational purposes, correspondence censorship that violates children’s rights is prohibited, Measures to actively guarantee the right to petition and amendments to the law to make human rights education compulsory were suggested as improvement measures. Based on the results of the study, first, securing budget and manpower for the conversion of specialized facilities that can perform treatment and educational functions and amending laws, second, developing customized programs for guaranteeing youth rights, and third, promoting policies to guarantee rights for boys. reinforcement, etc. In the future, it is necessary to seek various policies to improve human rights issues by including criminal justice workers and disposition juveniles as interview subjects.
