연구 목적: 이 연구는 지방문화원에 대한 비판적 검토와 발전 방안을 찾아가는 과정의 하나로 2021년 12월 수립된 “지방문화원 지원･육성에 관한 기본계획”을 분석하고 시행계획 수립에 있어 실천방향을 제시하고자 하였다. 연구 방법: 문헌조사와 관련기관 홈페이지, 법규･정책 관련사이트 검색, 『지방문화원 실태조사』, 규정집 등을 조사하고 분석하였다. 연구 내용: “지방문화원 지원･육성에 관한 기본계획”의 추진배경과 중점 추진과제에 해당하는 대상기관의 현황을 조사하고 이를 분석하여 세부 추진과제를 제언하였다. 결론 및 제언: 지방문화원을 지원하는 두 개의 조직이 제 기능을 수행하지 못하고 있음을 분석하였고, 이에 대한 방안으로 전담지원팀 마련, 권한의 점진적 이양, 독립성 강화를 위한 TF팀과 단계적 로드맵 구성 등 조직체계의 혁신에 있어 실천방향을 제시하였다.
Abstract
This study analyzed the “Basic Plan for Support and Fostering of Local Cultural Centers” established in December 2021 as one of the processes of critical review and development plan for local cultural centers, and tried to suggest practical directions for implementation plan establishment. We investigated and analyzed literature review, website of related institutions, website search related to laws and policies, Local Cultural Center Survey, and rulebook. The background of the “Basic Plan for Support and Promotion of Local Cultural Centers” and the current status of the target institution corresponding to the focus project were investigated and analyzed to suggest detailed projects. It was analyzed that two organizations supporting local cultural centers were not functioning properly, and as a way, the direction of practice was suggested in innovation of the organizational system, such as establishing a dedicated support team, gradual transfer of authority, and forming a step-by-step roadmap.
