북한의 ‘자립적 중공업화’ 선택과 발전 토대 준비(1945~1956)

본 연구는 1945년부터 1956년까지 북한의 공업화 추진과정을 대상으로한다. 북한이 주장한 ‘주체적 공업화’ 발전노선이 소련 사회주의공업화와어떤 관련이 있는지 살펴봤다. 또 이에 대한 북한 이해가 언제, 어떤 역사적조건에서 어떻게 변화했고, 역사적 의의는 무엇인지 파악했다. 본 연구는북한에 대한 기존 연구 성과들에서 1950년대 ‘중공업 추구세력’ 대 ‘인민소비품 강조세력’ 간 대립의 실제 여부, ‘자립적 민족경제’, ‘자력갱생’, ‘주체공업’ 등 개념의 사용 시기와 배경 및 역사적 의미 등을 논증했다. 이를 통해 북한 공업화는 소련이 경험했던 한 개 나라 단위의 ‘자립적’이며‘현대적’ 공업 창설이었지만, 1950년대 들어서며 사회주의블록 형성과함께 소련의 ‘사회주의공업화’ 이해가 ‘현대 공업’만으로 한정된 이후, ‘주체적 공업화’라는 새 개념어를 만들었다고 봤다. 이 과정에 박창옥 등인민소비품 생산을 강조한 세력은 없었다. 1945~1956년 북한 공업화의기본 내용은 기계제작공업을 핵심으로 자립적 중공업 건설을 우선하며, 소비품 생산의 경공업 건설로 다면적으로 발전한 생산구조 확립, 자체원료기지 축성, 과학기술인력 내부양성이었다.
Abstract
This study covers the process of industrialization promotion in North Korea from 1945 to 1956. I analyze how North Korea’s development route of industrialization is related to the socialist industrialization of the Soviet Union. I focus on when and under what historical conditions North Korea’s understanding of socialist industrialization of the Soviet Union changed, and what its historical significance was. This research is based on the results of existing research on North Korea, and examines whether or not there was a conflict between the forces pursuing heavy industry and the forces emphasizing popular consumer goods in the 1950s. In regard to the existence of a self-supporting national economy, self-reliance, and Juche industry, I demonstrate the timing and background of the use of such concepts as well as their historical significance. Through this process, the paper identifies North Korea’s industrialization was the ‘self-reliant’, ‘modern’ industrialization in essence that the Soviet Union had experienced in the one country basis. However, with the formation of the socialist bloc in the 1950s, the Soviet Union’s understanding of socialist industrialization was limited to modernization, so North Korea created the new conceptual term of ‘Juche industrialization’. In this process, there was no force — such as Park Chang-ok — that emphasized the production of people’s consumer goods. The basic contents of North Korea’s industrialization from 1945 to 1956 were to prioritize the construction of self-supporting heavy industry with the machine manufacturing industry as the core, to establish a multifaceted production structure that developed into the construction of light industry for the production of consumer goods, to build a base for its own raw materials, and to train the science and technology human resources internally.
