Abstract

The legitimation strategies of North Korean leaders have changed depending on the environment and conditions at the time of their rule. This study explores how the strategy of utilizing ‘mothers’ in the process of legitimizing and strengthening their rule has evolved. Here, ‘mothers’ include both biological mothers and ordinary mothers. This research employs a theoretical framework that categorizes the sources of governance legitimacy into six aspects: foundational myths, ideology, personalism, procedures, performance, and international engagement. Kim Il-sung idolized his mother, Kang Pan-sok, as the ‘Mother of Joseon,’ relying on founding myths and personalism, while demanding that ordinary mothers become ‘revolutionary mothers’. Kim Jong-il named Kim Jong-suk the ‘Mother of Songun (Military-first)’ and emphasized the role of ‘Mothers of Songun Families’ to spread the Songun ideology. In contrast, Kim Jong-un adopted a performance-based approach, prioritizing ‘improvement in people’s livelihood’ and ‘people-first politics’ as core governance principles. This shift highlights the growing importance of economic achievements experienced by mothers, who also play a reinforced role in controlling the antisocial behaviors of younger generations. The differences in environmental factors faced by each leader have shaped their strategies for governance and the use of “motherhood.” In this regard, it is necessary to pay attention to the role and power of mothers in future changes in North Korean society.
