아렌트와 하버마스는 시장 중심의 자유주의적 공공성과 국가 중심의 관료적 공공성과 구별되는, 시민적 연대성에서 출발하는 민주적 공공성 개념을 발전시킨 대표적 이론가들이다. 이 글의 목적은 이들의 공공성 개념을 사회인문학적 관점에서 비판적으로 검토하면서 성찰적 공공성 개념을 제안하는 데에 있다. 이 글의 기본관점은 아렌트의 경연적 공공성 개념이 두 방향에서 성찰적 공공성으로 변형 내지 확장될 수 있는데 비해, 하버마스의 담론적 공공성 개념은 그 중의 한 방향만 취하고 있다는 점에서 불충분하다는 것이다. 이 관점에서 출발하여 먼저, 아렌트가 다원성으로 특징지어지는 상호주관적 망이라는 순수한 내재성의 차원에서 제시한 경연적 공공성 개념의 특성을 제시할 것이다. 하버마스는 (아렌트의 경연적 공공성 개념이 거부하는) 합리성과 공공성의 연관을 복구함으로써 평등한 자유가 가능한 이성적 조건이 무엇인가라는 질문에 대답하고자 했는데, 여기서 우리는 성찰적 공공성이 갖는 성찰성의 첫 번째 의미를 확인할 수 있다. 그러나 하버마스의 담론적 공공성은 언어 자체에 의해 배제되는 것을 진지하게 고려하지 않았고, 이로써 또 소통적 자유의 제도화가 또 다른 자유의 침해를 가져온다는 소통적 자유의 역설에 직면한다. 이 역설을 벗어나기 위해선 두 번째 의미의 성찰성, 즉 공공성을 구성하는 언어 자체에 의해 배제되는 것에 대한 성찰성이 요구된다. 요컨대 공공성은 상호주관적 지평에서 출발하되, 정의의 관점과 이 정의의 관점 자체에 의해 배제되는 것의 전망 모두에 입각하여 비판적으로 조망될 필요가 있다. 공공성에 대한 사회인문학적 전망의 한 특징을 여기서 찾을 수 있다.
Abstract
Hannah Arendt and Jürgen Habermas are regarded as the two most important theorists of the democratic public sphere based on civil society. The purpose of this paper is to propose a concept of the reflective public sphere through a critical examination of their concepts of the public sphere from the viewpoint of Social Humanities. The paper first describes the main characteristics of Arendt's concept of the agonistic public sphere, which Habermas then critically transformed into the concept of the discursive public sphere. This concept is reflective in that it recovers the relationship between the (communicative) rationality and the public sphere which was rejected by Arendt. This transformed interpretation is now able to provide an answer to the question: what is the rational social condition for all members of a society to enjoy equal freedom in its use-value without violence? We can find here the first sense of the word “reflective” of “the reflective public sphere.” Habermas' discursive public sphere has, however, no conceptual device to answer the second reflective question: what is excluded by language itself that constitutes the discursive public sphere? This absence of the second sense of reflectivity results in the new paradox of freedom, whereby the institutionalization of communicative freedom gives rise to the structural destruction of the freedom of the excluded. To avoid this kind of paradox, the democratic public sphere must be reflective in both senses of the word mentioned above.
