연희전문학교 이사회 운영의 특징 - 중국 연경대학ㆍ일본 명치학원과의 비교 고찰을 통하여

초록

연희전문학교(延禧專門學校)와 연경대학(燕京大學)과 명치학원(明治學院)은 공통되게 여러 개신교 교단 선교본부들의 협력으로 각 나라의 정치적 중심지에 설립되었고, 그 교단 선교본부들도 중첩되었다. 그런데도 운영방식이 똑같지 않아, 왜 어떻게 다르게 되었는지를 이 논문에서 살펴보았다. 이 일을 위해 세 학교의 여러 규정을 비교하였고, 특히 연희전문 재단법인 ‘기부행위’(Act of Endowment, 정관)의 영문 초안 세 가지와 일어본을 1914년에 작성된 학교 헌법 시안 두 가지와 함께 검토하고 다른 두 학교의 규정들과 비교하였다. 연경대학에서는 뉴욕에 있는 선교본부들로 구성된 뉴욕주 학교법인 재단이사회(Board of Trustees)가 대학 이사 승인권, 교장 임명권 등을 쥐고 학교 이사회(Board of Managers)를 지배하였던 반면, 명치학원에서는 창립 때부터 학교 이사회(Board of Directors)가 학교운영을 주도하였고, 얼마 후에는 그들 자체가 재단법인 이사회(Board of Trustees)가 되었다. 그 후 명치학원 재단법인의 정관은 일제 치하에서 설립된 연희전문 재단법인 정관의 모델이 되었다. 그 결과 연희전문 정관 조항들의 내용과 순서가 여러 군데에서 명치학원의 정관과 비슷해졌으나, 색다른 조항도 여러 개 있었고, 연경대학의 그것과 비슷한 조항도 하나 있었다. 연희전문 이사회(Board of Managers)와 뉴욕 선교본부들로 구성된 협력이사회(Cooperating Board)의 관계는 연경대학의 경우와 오히려 더 비슷하였다. 다만 학교 이사회가 해외의 지시 아래 있는 것을 조선총독부가 허용하지 않은 관계로 협력이사회는 연희전문의 정관에 따라 학사와 인사에는 관여하지 않은 채 재정만 지원하고 감독하였다. 그렇게 하여 연희전문은 정치적 환경에서 기인한 연경대학과의 차별성과 총독부와의 협상을 통해 얻은 명치학원과의 차별성을 지니고 운영되었다.

Abstract

Chosen Christian College(Yon Hui Chunmmon Hakkyo) in Seoul, Yenching University in Peking and Meiji Gakuin in Tokyo were in common as private union mission schools established at the political center of each country by cooperation of missionaries and overlapping churches of several Protestant denominations. Nevertheless the government of the three were not identical. At Yenching University, Board of Trustees in New York controlled almost directly with various power. At Meiji Gakuin, on the contrary, its Board of Trustees in Tokyo led the school and was not directed by Joint Committee of two Boards of Foreign Missions in New York, the supporting body. And at Chosen Christian College, Cooperating Board in New York couldn’t control like the case of Yenching University because the Japanese Government-General did not allow it. The Board meddled only with economic matters according to the Act of Endowment of Incorporation of C.C.C., which was patterned after that of Meiji Gakuin and adjusted by negotiation between C.C.C. and the Government-General. There were similarities in the articles of the Act of Endowment of C.C.C. in many points with Meiji Gakuin’s and in one point with Yenching University’s, and were dissimilar in some points between the former two schools.
