초록

본 논문은 ‘포스트식민지리학’ 관점에서 일제의 토지구획정리사업과 도시경관 형성 간의 관계에 주목한다. 이를 위하여 과거 ‘호원당 공원부지’로 알려진 2,000평의 서울시 서대문구 대현동 56-40번지에서 공원계획이 1937년 성립하여 1985년에 재구성되는 과정을 ‘복기지(復記紙)로서의 경관’ 개념을 활용해 집중 탐구하고, 이 과정에서 일제강점기 토막민과 해방 후 무허가 판자촌 거주자를 비롯한 도시빈민이 중요한 역할을 했던 사실을 발견했다. 시대의 분기점을 넘어서 지속되었던 도시빈민들의 ‘그다지 스펙터클하지 않은 저항’은 일제의 식민도시 계획 프로젝트 토지구획정리사업의 원활한 진행에 지장을 초래했고, 일제의 프로젝트를 계승한 군사정권 공권력에게는 계획 원안에 수정을 가해야만 하는 상황을 조성했기 때문이다. 이처럼 포스트식민적 토지구획정리사업 도시경관 형성은 제국과 식민지민, 그리고 지배층과 일반인 사이의 ‘상호주체적’ 교류 과정의 산물이었으며, 공권력에 대하여 도시빈민이 영향력을 발휘하는데 있어 전(前) 식민지시대의 토지 소유 관습과 관례가 중요한 문화-제도적 자원으로 작용했던 사실도 드러낸다. 이와 같은 연구 결과를 바탕으로, 건축사, 도시계획사, 행정사를 중심으로 이루어지고 있는 기존 토지구획정리사업 연구에서 관료 및 지배층 중심 역사 서술의 맹점을 파악한다. 동시에 관료 및 지배층 중심 기술을 탈피해 일반인들의 역할과 삶을 더욱 면밀히 조명할 수 있도록 토지구획정리사업과 관련된 구체적인 장소와 경관에 보다 많은 학문적 관심을 쏟아야할 필요성을 토론한다. 경관과 장소는 토지구획정리사업을 비롯한 도시계획 및 도시공간 관련 분야에서 학제 간 연구의 폭을 넓히고 교류를 깊게 할 유용한 도구가 될 수 있기 때문이다.

Abstract

This article examines the relationship between the Japanese Empire’s project of land readjustment and the formation of urban landscape in Seoul, South Korea, from the perspective of postcolonial geographies. For the purpose, an intensive geo-historical case study of a 6,628㎡ land section in Dae-Hyeon Dong, Seodaemun District was carried out, with particular attention to the processes of how the original plan of establishing Dae-Hyeon Park in the Empire’s 1937 Dae-Hyeon Land Readjustment Project had been reformulated until 1985. The study found an important role played by squat settlement dwellers throughout the period including both colonial and postcolonial eras, such that their not-so-spectacular resists hampered any smooth progress in the Empire’s implementation of the Dae-Hyeon Park Project during the colonial era and helped create an environment that postcolonial Korean authority had to revise the project and ultimately landscape design at the place. These findings suggest that land readjustment driven urban landscape should be an outcome of intersubjective exchange processes taking place between the Empire and its colonial city Gyeongseong, and also between postcolonial authority and ordinary squat dwellers(i.e., urban poor subjects); and that precolonial land relations and real-estate ownership conventions should be crucial cultural-institutional resources to the urban poor subjects. On the basis of these findings, this article also reflects on and critiques existing literature on land readjustment projects in Korea, highlighting that dominant academic discourse led by historians in architecture, urban planners, and public administration researchers pays undue emphasis on bureaucrats and ruling class, and bypasses ordinary urbanites such as squat dwellers. In this context, the necessity of closer scholarly engagement with concrete landscapes and places is discussed as a way to redirect analytical attention towards ordinary people, and broaden interdisciplinary exchanges in the research field.
