효과적인 미래전 수행개념을 보장하기 위하여 미군은 개념발전을 위한 체제, 작성절차, 양식을 통일하여 적용하고 있고, 최상위 합동작전개념서, 합동운용개념서, 합동기능개념서, 합동통합개념서로 분야를 구분하여 발전시키고 있다. 미군의 체제를 참고하여 한국군의 경우에도 합동작전의 효율적 수행과 준비를 보장하고, 정보화시대에 부합되는 한국군 나름의 작전적 수준의 전법을 명확하게 제시하며, 네트워크를 통한 연결을 극대화하는 개념의 발전에 노력할 필요가 있다. 특히 개념서에서 도출된 능력이나 소요의 실질적 구현에 중점을 두어야 한다.
Abstract
The U.S. military is developing various joint concepts, which include the Capstone Concept, Joint Operating Concepts, and Functional Concepts, in order to adapt to the Information Age. The ROK military also need to develop the concepts for future operations in order to ensure the effective conduct and preparation of joint operations by learning lessons from the US military experiences.
