A Study on the Establishment of the ‘Civilian Centered Regional Defense Systems’ in North Korea in 1990s

This study reviewed the civilian centered regional defense systems of North Korea that were established in 1990s. The collapse of socialism zone in late 1980s deteriorated the northern triangle military relations. Consequently, North Korean government felt the necessity to enhance entire people’s defense system. The government became to operate a regional defense system as a measure to do that. The regional defense system is a defense system where civilians are actively involved under the direction of regional party’s military committees. Based on the experience in provincial defense systems during Korean War and the advantage of the operation of perfect defense systems, the government selected provincial administrative units as the strongholds of the operation of the regional defense systems. For the establishment of the regional defense systems, the government gave the authority to command regional armies to regional party’s military committees and established civil defense colleges too. Non-permanent and permanent organizations were made to be mobilized in the operation of the regional defense systems and munitions mobilization departments were organized to prepare war time production systems necessary for the operation of the regional defense systems. The civilian centered regional defense systems of North Korea are the outcomes achieved in the course during which the central level independent national defense system was being deepened into ‘provincial level independent national defense systems.’
