사이버공간이 새로운 생활공간이 된 것과 함께 사이버공간의 안보는 국가안보의 수준으로 다루어질 만큼 중요해졌다. 이 연구는 안보화 이론을 원용하였다. 사이버안보 전략체계와 관련한 담론을 언론 기사와 법률안 입법과정에 등장한 주장 등을 키워드와 텍스트 분석 기법으로 분석하였다. 이러한 안보담론 생성에서 드러난 안보화 행위자들끼리의 담론경쟁은 사이버공간 속 위협을 규정하는데 있어 큰 역할을 하였다. 담론의 차이에 내재된 안보화 정책과 국제 이해관계는 앞으로 한국의 사이버 안보상황과 질서를 구성하는 경쟁 과정에서 현실화 될 것이다.
Abstract
This research seeks to identify the influences of the cyber security threats to the Korean circumstances and the changes it causes to the legal, institutional, and security systems. Furthermore, this research utilizes the securitization theory, text mining, and discourse analysis as methodology to analyze the Korean circumstance. The necessity for new legislation and the discourse on the cyber security strategic system was analyzed through news articles and speeches of the representatives to gain a deeper understanding of the Korean cyber security situation. The differences in the content of the discourses during the process of its formation and the differences in interest groups that exist on the side will be reflected on the competitive process on the securitization and the following institutionalization. The discourse on the security system continues on and the differences in the discourse will have a large impact on the domestic and international Korean cyber security policy.
