1992년 수교 이래 한국과 중국 양국 관계는 주로 경제, 통상, 사회, 문화의 분야 교류 중시에서 점차 정치, 외교, 안보 분야로 그 외연을 확대하고 있다. 그러나 양국의 군사관계는 여전히 상호주의가 결여되어 있으며, 군사분야의 교류는 다른 분야와 비교해서 상대적으로 그 발전 속도가 더디다고 할 수 있다. 따라서 군사외교가 군사교류, 군사협력, 군사동맹 순으로 발전한다고 볼 때, 한중 군사관계를 현재의 ‘교류’수준에서 ‘협력’수준으로 격상하기 위해서는 주어진 환경에 대한 정확한 이해와 한국이 가지고 있는 ‘카드들’의 적절한 사용을 통해 가능할 것이다.
Abstract
Since establishing diplomatic relations in 1992, the relationship between the two countries, Korea and China, has laid importance on the exchange of the field in economy, trade, society, and culture. But it is now gradually expanding to the extent of the field in politics, diplomacy, and security. However, the military relationship of both countries lacks in mutual reciprocity and the exchange in military field, when compared to other fields, it is relatively slow in development. Therefore, seeing that the military diplomacy is developing in the order of military exchange, military cooperation, and military alliance, in order to highly praise the Korean-Chinese military relationship from the current “exchange” level to “cooperation” level, it will be possible through a correct understanding of the given environment and the proper playing of the “cards” that Korea holds.
