국방 연구개발 사업의 초도생산제도 도입방안

1970년대부터 시작된 방위력개선사업은 현재 명품무기를 지향하며 국내 연구개발 장비를 생산하는 단계로까지 성장했다. 그러나 최근 K-21 차기보병전투차량, K-2 흑표전차 등 몇몇 연구개발 장비들에 대한 문제점들이 발생하였고, 이러한 문제점들을 해결하기 위한 다양한 개선방안이 제시되고 있다. 이러한 상황과 인식을 바탕으로 하여 본고에서는 현재 수행되고 있는 연구개발 사업의 절차를 짚어 보고 문제점을 분석하였으며, 문제가 발생하는 주된 원인은 완전한 장비의 신뢰성 검토 없이 양산단계로 진입하기 때문으로 판단하였다. 또한 문제 해결을 위한 하나의 방안으로 미국의 소량초도생산제도((LRIP, Low Rate Initial Production)를 살펴보고, 이를 국내 연구개발 사업 절차에 적용할 수있는 세부적인 방안을 제시하였다.
Abstract
During the past forty years, Korean defense industries have grown considerably. But recently unpredicted problems have occurred in a few R&D weapon systems during the operational test phase which have been solving by Korean defense industries. This article reviewed the process for R&D projects of Korean defense acquisition programs and identify analyse what problems are in the current process for R&D projects. The most salient problem is proceed the production phase without verification process for individual system after Engineering & Manufacturing Development phase. As one of solutions for the problems, we reviewed the Low Rate Initial Production(LRIP) system implemented in the United States Department of Defense and we proposed how to adapt the LRIP on the Korean defense R&D program.
